Car makers do that so they can prevent power drain from window operation during start up. My first thought would be to replace the motor, but since it lowered it without any problem , could it be something else instead? You can also apply 12V to the power window motor and see if it moves.
FINALLY FIXED (for go back up (twss). Replace window actuator motor (I was very hopeful for this one, but nope still acted up ) 4.

This luxury item used to be reserved for only high-line cars many years ago but is now the standard.
The window rolls down but not up. If the power has been disconnected or you unplug the window switch it sometimes stops working and this shows how to fix it. I did not think everyone was gonna look up for this video. I just wanted to quick share it.

Could just the switch be the problem? For the past year or so it has been able to go down easily from either the driver or passenger switch, but would go up very slowly (or occasionally not at all). Power window goes down, but not up.
It finally stopped going up at all the other day . The driven gear attaches to the regulator-drive gear, often using drive rollers. These rollers allow for any slight misalignment, smooth window travel and quite power window operation. The rollers can also become brittle and break.
